Richard Alarcon, left, in Pacoima announced during a press conference as Raul Bocanegra supporters held signs to protest Alarcon that his campaign has submitted a formal complaint to the City of Los Angeles Ethics Commission, alleging that his opposing candidate Raul Bocanegra engaged in the equivalent of "insider trading" and "self–dealing," allowing him to receive a $50,000 loan at 0% interest from LA taxpayers . Alarcon held the press conference Monday morning in front of the condominium complex that Mr. Bocanegra helped permit as a deputy for then–Councilmember Alex Padilla, and in which he allegedly purchased a Three–bedroom condo in 2005 located at 12375 Osborne Place in Pacoima.
