Richard Alarcon, who is running for State Assembly announced during a press conference in Pacoima that his campaign has submitted a formal complaint to the City of Los Angeles Ethics Commission, alleging that his opposing candidate Raul Bocanegra engaged in the equivalent of "insider trading" and "self–dealing," allowing him to receive a $50,000 loan at 0% interest from LA taxpayers .
